Steve Rushton brings over 35 years of experience in human resources and training to our team. Steve holds a Bachelor's Degree in Psychology from Texas A&M University and a Master's Degree in Business Administration from the University of North Texas. He has earned the Senior Professional in Human Resources (SPHR) certification and has served as the Past President of the Ft. Worth/Mid-Cities chapter of the Association for Talent Development (ATD).

Dr. Kristopher Steinke is a distinguished psychiatrist with nearly two decades of dedicated service. He earned his medical degree from UT Houston Medical School and completed his Psychiatry Residency at UC Irvine, laying a strong foundation for his career. Dr. Steinke began his professional journey at the Center for Health Care Services, where he made significant contributions across multiple clinics from 2006 to 2009.
In 2009, Dr. Steinke joined Hill Country MHDD Centers as the Medical Director for the Crisis Stabilization Unit. His exemplary leadership and vision led to his appointment as the Medical Director for the entire organization in 2015.
Dr. Steinke's professional accolades include being a Fellow of the American Psychiatric Association, a Diplomate of the National Board of Physicians and Surgeons, and serving as Secretary of the Skyline Medical Association.

Currently, she is pursuing a Doctorate in Organizational Leadership from Abilene Christian University, demonstrating a commitment to continuous learning and professional growth.
Throughout her career, Kelsi has engaged in extensive professional development. She is a Certified Dementia Practitioner (CDP) and has been recognized as one of Kerr EDC’s Top 40. As a graduate of Leadership Kerr County and a board member for Peterson Home Health & Hospice, Kelsi has shown dedication to community service and leadership. Her volunteer work as a youth sports coach highlights her passion for fostering teamwork, confidence, and mentorship in young athletes. Additionally, she holds certifications from the Texas Assisted Living Association (TALA) and in Validation Therapy for individuals with Alzheimer’s and related dementias.

Clay Mitchell started his career at Concho Valley MHMR as a Direct Support Professional in 2007. His many roles have included ACT Case worker and Hospital/Jail Liaison until 2011.
In 2012, Clay joined LifeNet as an ACT Case Manager and Hospital Liaison. He then moved to Lakes Regional MHMR in 2013, serving as the Adult Team Lead until 2014.
Since 2015, Clay has been with Hill Country MHDD Centers, first as Utilization Manager and currently as Director of Quality Management. Clay holds a Bachelor’s in Psychology and a Master’s in Counseling Psychology from Angelo State University. He became a Licensed Professional Counselor in 2014.
Clay enjoys life on their small farm, coding, building computers, and participating in church youth activities. He also enjoys other activities, such as disc golf and supports his children in learning to ride and play polocrosse.
Clay is known for his confident and calming presence, proactive problem-solving, and commitment to mentoring and continuous improvement.
Analaura McCrae has been a dedicated member of Hill Country since 2009, where she has held various positions, including Service Coordinator, PASRR Service Coordinator, Enhanced Community Coordinator, Service Coordination Training Specialist, and IDD Quality Manager. Her extensive experience and commitment to the organization led to her appointment as the Director of IDD Authority in December 2018.
A proud Kerrville native, Analaura graduated from Tivy High School before pursuing higher education at Texas State University, where she earned a Bachelor's degree in Applied Sociology. Her passion for serving the community was evident early on, as she interned at the Department of Aging and Disability Services (now Health and Human Services Commission) in the IDD Regulatory Services division. Analaura continues to contribute to the field by serving on the Local Authority Workgroup (LAW) of the Texas Council of Community Centers.
Outside of her professional life, Analaura enjoys spending time with her family, reading historical fiction and thrillers, and indulging in true crime podcasts, and watching Dateline. She is also a proud pug mom and finds joy in cooking and gardening.

Anthony Winn is a passionate and dedicated mental health professional with a wealth of experience across various roles in the field. Currently, he serves as the Senior Director of Mental Health for Hill Country, where he has consistently demonstrated his ability to start, build, and sustain complex mental health programs.
Anthony's career began as a Youth and Family Case Manager at Bluebonnet Trails, where he developed a strong foundation in case management and family support services. His commitment to helping others led him to the role of Assistant Director of Operations at Next Step Counseling and Education Center, specializing in court-mandated services and serving as an expert witness.
Anthony's journey with Hill Country began at the New Braunfels clinic where he honed his clinical skills as an LPHA. His leadership qualities were recognized when he was hired as the Inaugural Clinic Director for the Canyon Lake Clinic, a position he held for three years. His operational expertise and dedication to excellence earned him a promotion to Director of Clinic Operations, a role he excelled in for another three years.
Anthony holds a Bachelor of Arts in Psychology from Texas State University and a Master of Arts in Forensic Psychology from the University of Houston - Victoria. His academic background has provided him with a solid understanding of psychological principles and forensic applications.
